To answer your question about guitars:
There are several different kinds of guitars for the 360. There's the wired X-plorer which is my favorite, though I'm not sure I would recommend getting it as mine broke pretty much as soon as it had to deal with the sporadic strumming involved on GH 3 in songs like Knights of Cydonia. Then there's the wireless GH 3 guitar which is basically just an upgrade from the X-plorer; it has a longer strummer, the buttons are easier to push, and of course it's wireless (which for some reason I don't really like, but everyone else does). Finally there's the GH 4 guitar which is pretty much just the GH 3 guitar with a few slight improvements and one major difference. It's a little sturdier than the GH 3 guitar, I think they improved the strummer a bit, but I'm not sure. The thing that really sets it apart from the others is the touch pad in the middle of its neck, which is not required to play GH 4, but makes it a hell of a lot easier. I'm pretty sure the touch pad is useless in other GH games though.
My advice would be to go for 3 or 4 and get two wireless guitars... If you get 4 then get at least one GH 4 guitar.

Dev team didn't change from 3 to 4, it changed from 2 to 3. Other guys went to make the first Rock Band back then, and Activision has handled it ever since. But I know what you mean, it doesn't look as fun to me either. For parties yes, for hardcore faggots like me, no.
Also, wired X-Plorer is a great GH guitar, only reason mine broke is because I smashed it out of rage. Luckily I have a backup. Other than that, it's probably the best of the guitars that I've used. GH3 wireless controller had major issues with the detachable neck, which caused my red and blue buttons to hold down by themselves, and caused my yellow button to not respond at all. They could have left the detachable neck out, it just shit all over it. As far as I know, there were no major changes to the actual gameplay design of the guitar. They are two different guitars but still, same set up, only thing different is the shit neck.
GH4 they left the neck in, which really made me mad. Longer strum bar, and it has bigger start/select buttons for those that use it to activate star power. And as you mentioned, touch pad in the middle which is a pretty cool add on, but I've yet to use it.
Things didn't really change at first, but when they went to four they made some big changes, guitar and gameplay wise.
