It's quite obvious this console isn't intended to be top of the line.
It's also clear that it's intention is to serve the lesser fortunate.

The "lesser fortunate" aren't in the market for consoles. And if you just mean inhabitants of said countries look at Downloaded and I as examples of people who get by without support from Microsoft and Co.

As far as I know the PS3 is region-free, but the usual PAL/NTSC differences can come into play. So (presuming the console is outputting at standard definition) a European PAL release wouldn't work on a North American/Japanese NTSC console, as PAL has a higher resolution at 576i (compared to NTSCs 480i) among other differences, making the console bitch.

No, I don't mean just the inhabitants.
What I mean are the people who don't have enough for a 360, PS3, or even a laptop (so no emulators like you figured everybody has a reliable connection/PC), but want something for entertainment.
As far as I know, you and Downloaded get by perfectly fine considering the pictures I've seen of DL'd himself so you aren't much of an example.

He means the ability to acquire technology in the country he lives is quite difficult due to all sorts of social conditions, ie poverty. Locals simply can't afford video game consoles, so they don't import them and demand is not high. An obsolete computer has many more uses over a game console to an individual or a family, so I bet they do resort to emulators because of that. Companies don't export their goods everywhere, such as in Egypt, where (according to our Egyptfags; I believe them) you can't get an Xbox shipped to a retailer from Microsoft, unless they're brought in from Europe by private retailers or even the black market I bet. Even then I bet its real difficult to get games and accessories from the same retailer due to whatever complications that arise, whether it be customs, local incompetence, desire to rip off foreigners, or all three.

I'll just say that I don't see the point in this thing seeming it doesn't offer anything that the old consoles already permeating these developing areas don't already. Demand for games isn't even that high in such areas even if the new high end consoles were available in massive numbers on the cheap.
