Yes you need Steam, and the game has to be downloaded and preferably run at least once to generate the files.

Did you get your copy off of steam or maybe a local (legal) distributor (Virgin Megastore, EB Games, Gamestop, etc.)? If you got it from some guy at the street corner selling games from inside his coat pocket, or if you downloaded it from a source other than steam, we can't help you.

Loopholes in the law that allow a specific form of piracy to go unhindered in Sweden do not equal "it's legal to pirate games in Sweden". Games still cost money there, and if you're not paying that money, it's still theft from the developers/publishers/retailers. How you go about it and the current legality of that method has little bearing on that fact.

Besides, nobody can help you anyway. If you're too cheap to shell over $20 for a proper copy of the game then you have to accept the consequences of having an improper version of the game with certain broken features.

I have a few friends in Sweden I've come across through playing CS:S, TS or whatever mod it is. You're not "allowed" to download games in which you should pay for, wherever you are. That's illegal anywhere. CS:S is like 20 bucks, not that much.
